Can Trump run in 2028?

NO.

Unless there is an amendment to the constitution. But more on that below.

According to the US Constitution, only presidents are may serve two elected terms – or eight years.

The exact wording can be found in the 22nd Amendment to the Constitution:

No person shall be elected to the office of President more than twice, and no person shall be elected who has held the office of President or served as President for more than two years during any term for which another person has been elected President has served as president more than once.

This restriction applies even if Trump's two terms in office were not consecutive.

However, constitutional amendments can be repealed, but this is a difficult process and would require a lot of work and time.

Any proposed change would need to be approved by a two-thirds majority of the U.S. House of Representatives and Senate.

It then has to be ratified by three quarters of the 50 states.
