County manager replaced after Richmond voters cast incorrect ballots: 'I'm crazy'

RICHMOND, Va. – The precinct manager of the Calhoun Street Precinct in Gilpin Court in Richmond was removed from her position following voting irregularities Tuesday morning, the new precinct manager told CBS 6. She arrived at Precinct 310 Richmond from the elections office at 11:15 a.m Clock

The change came after Richmond Electoral Board Vice Chairman C. Starlet Stevens blamed “human error” for voting problems at the Calhoun Community Center in the East End on Tuesday morning.

Several voters contacted CBS 6 to say they only received federal ballots at the precinct on Calhoun Street in Gilpin Court and not the full municipal election ballot.

While they were able to vote for the U.S. president, they were unable to cast a vote in Richmond's mayoral, school board, and city council elections.

“When I got my ballot, the back was blank. I asked (the district superintendent) where the school board race was and she said that was the right ballot,” a voter who wished to remain anonymous told CBS 6.

This voter was ranked 11th, alerting the candidates and poll watchers outside to the inconsistency.

“I went back in and said something to (the county manager) and (the poll workers) said she knew what she was doing. They have been handing out the wrong ballots this whole time,” the voter explained.

Stevens said the county manager distributed federal ballots to 11 voters and it was too late by the time the board was notified.

Voters who had placed their ballots in the counting machine were not legally allowed to vote again.

Stevens said the false ballots could have been “spoiled” if they had not already been counted.

Several voters and candidates, including Richmond School Board District 3 candidate Kevin Starlings, called the district superintendent argumentative and “rude.”

“I’m angry and upset,” the voter said. “She was angry all morning.”

CBS 6's Brendan King also encountered resistance from the district manager when trying to get information. It falsely claimed that media was not allowed to be physically present at the polling station if they were not voting.

The Virginia Department of Elections states in its “Guidelines for News Media During Elections” that “members of the news media may visit, film, and photograph polling locations in Virginia on Election Day for a reasonable and limited period of time while the polls are open.”

“Everyone voted well,” said the district manager when asked for details. She declined an interview request from CBS 6 and other networks.

Stevens said the county has always had access to federal and full ballots. She noted that the precinct also opened late because poll workers had difficulty opening the building.

Department of Elections Commissioner Susan Beals addressed the issue at a 10 a.m. briefing on the error.

“Some of the specific issues that we're aware of this morning in the election, in Precinct 310 in Richmond, which is the Gilpin Court precinct, there was an issue with poll workers just handing out federal ballots. “I think that happened to 11 voters,” she said. “This issue has now been resolved.”
